That's a good question. Success in SFI Business depends upon the actions of your downline and your performance to keep your downline in action.
Motivate your PSAs & CSAs regularly, offer them your assistance whenever needed. Once you are good at this, your PSAs & CSAs also will understand the importance of motivation & assistance. Then, they will take care of their PSAs & CSAs.
That's how the SFI Business goes & grows.

You can make use of various SFI advertising tools like E-Cards, X-Cards, Text Ads, Social Networking Tools (Facebook, Twitter, etc.), Banners, Splash Pages, Flyers, Postcards, etc.
For online marketing, search the internet for websites that has a good amount of traffic. Then, try the FREE ones first. Many of the free Ads work fairly well.
For paid Ads, contact the Webmaster (most of them have a "Contact Us" link) and ask about their advertising rates. You might be shocked to see how cheap you can advertise on some fairly high traffic websites. Some of the Websites you start advertising on may even decide to become affiliates themselves.

I have affiliates who are inactive. Is it a good idea or bad idea to reassign them to my active affiliates?

It is not a good idea at all. You only will lose your respect, though you get 5 VPs for each reassigned affiliates, if the reassigned affiliate have scored 600 VPs or above.
Instead, try to motivate them to do the business.

You can search the internet for most popular and fast moving products.
There are products like E-books, Softwares, etc. available for free or for a very low cost. Other physical products like Electronics goods, Antiques, collectibles, Gift Items, etc. are also available for wholesale rates. You need to find the right dealers (local dealers would be a better option) to sell their items for a reasonable commission.

It is your activities, which should force your Sponsor or Team Leader to be attentive to you.
To grab the attention of your Sponsor or Team Leader, you must communicate to them, respond to all their mails positively and also submit your sponsor ratings.
You must ask for their support whenever needed. You must make them feel that, you are the team member your Sponsor or Team Leader was looking for.

Recognizing the achievements of your PSAs is important. How do you recognize YOUR PSAs/downline?

The following may be good ways of recognizing the achievement of your PSAs/ Downline.
You may recognize the achievements of PSAs by giving them a few TCredits or Gift Certificate, when they reach EA status for the month. Also, congratulate them on their efforts reaching the EA status and offer guidance on how they can get to Team Leaders position. If you are able to develop a personal relationship with some of them and have access to their cell phone details, then a call will also be nice.

Friends & Family are most valuable, not only for business. You must handle them carefully. You need to guide them the right way and assist them to earn more & more.
This is no magic. This is a business. Only hard work and dedication can bring any fruit. Ask them to be persistent and they can increase their income STEADILY from SFI. Show them, how you are doing the business. Tell them, the different ways to earn from the business. Guide them, how they can grow their downline and benefit from them. Tell them the steps they need to take to be successful in SFI business.
Everyone should not be treated alike. Different people have varied capacity. Judge each of them as per their capacity and extend every assistance to them as needed, till they are on their way to success with SFI.
